nah, that's not true, if you have 1 star they're only going for an arrest, if you pull a gun or disobey them then they start shooting and you get 2 stars (or 3 if you actually start shooting)

It's not about figuring out. Until Gta IV the Engine(s) of the previous GTAs were not capable to Block. It would also had caused to much memory Problems if they would Tried it
