HI Gavin, yes I found out what the issue. The "Smart Power Control Unit Module Assembly" aka keyless entry module is failing. This unit is located behind the cluster and I was able to pull a code through a friend who used the Honda system (same as dealer).

Any chance you know where I can buy the parts to fix it ? My do the same thing and alarm keep going off randomly if I leave my battery plug in

No change in power or maximum speed. Most of the restriction comes from the catalytic converter.
