You have to become very overpowered, not that much though and wait a while and. Some countries will create one against you

I am having trouble creating a coalition against France with Russia, Britain, and Sweden. Each time at least one of them refuses to join the coalition, do you have any tips? 🙃

I am having that trouble too btw haha, but I think u need to have more total power than ur country u want to create a coalition to make it easier ( The Total Power logo is like this⚡)

For me I was in the napoleonic wars, I was Britain, I quickly allied myself with Russia and Sweden, then build up an musketeers army and conquered Liberia and Marroco, then the expedition came in and I created the coalition, basically build up and wait for France to get strong.
