If you have the parts in your garage to claim then it doesn't matter how long you've played it will work

I just tried it (July 28th 2024) and I didn't got 48k XP ... I got 148k XP and 30k money 😮 (70k XP bonus because I made it as 7th. AI drivers destroy themselves.) So it's better to NOT destroy your car on purpose.

All I can say if you put them on a car you'll need to sell that car and relaunch the game

If you put them on any car, try selling the car and restarting the game but I don't know if that works but what works for me in options theirs an setting to reset your game to the beginning so you start with all parts again.

If you mean the track it was part of a free anniversary update I don't know what you play on so you might need to wait for the next anniversary event. I'm not a developer so I can't really answer this properly.
