Afaik it's not necessary, I'm an undergrad so I don't have any info about PhD interviews. You can just email the professors of the departments you are applying to and you may get better assistance from their side.

Not making food in the hostel is not allowed as per the rules we can't even keep a kettle in the room.

There is a separate veg mess which serves veg only...other messes serve both food and non-veg is served on specific days.

It depends on person to person and the expectations you keep from the mess food. The rating becomes worse when you compare it from your "ghar ka khana" Otherwise if you compare from the other mess food where everyday food is prepared for 300+ people it's good.
