Fluctuations come from mana suppression. Serie's suppressed mana = frieren's full mana, but lernen can't see serie's fluctuations so he thinks they are equal. If frieren tried to fight serie she'd get demolished lol, but serie would probably respect it. Also frieren said that serie's intuition is always right, so yes, lernen can beat frieren.
