I have no idea what the video was about but you were driving slower than the speed limits there. Also, I am from that area and I worked on fisherman's wharf for 2 years. Yes the break-ins are a normal thing. It only takes 15 seconds. Not enough cops to patrol everyone. Tourists have the habit of leaving stuff in their car uncovered and that's what people go for.

Man, that city was a total dump. I went there for the first time last year and it was a disaster. Saw a car getting broken into, people acting all crazy on the streets, and trash piled up everywhere. I spent a whole week in California, from the suburbs of San Francisco down to LA, and didn't spot a single cop car patrolling. The car break-in happened at the Wharf in SF, you know, that super busy tourist spot? And not a cop in sight. Freakin' weird. Where did all your tax dollar go???
