The most important thing is to have "English (United States)" above Japanese, Chinese etc. All other English languages do not count. You can have English (Australia) as your display language but you must also have "English (United States)" above Japanese or any other language. Hope this helps. People will likely have this problem if they are using any English language that is not United States (specifically) as soon as they install IME or any other keyboard on their machine.
