Characters can be one dimensional, but it's really hard to do. For example, an unnamed taxi driver greeting a character, driving them to their destination, and never beeing seen again would constitute a two-dimensional character. We know their profession and overall approach to customer service. Beyond that, 1D characters would probably have to be background characters with no discernable features or personality.
