How do you set a scale on a document that does not have a preset scale? For example a screenshot from Google Maps of an apartment complex site. I know the length of a certain wall is 30ft (from measuring in the field). I want to calibrate all measurements from this 30ft wall.

You want to find out how many inches are in one foot. To get this use the measuring tool and draw a line from one end of the wall to the other. It will tell you how many inches it would be if it was printed out. Now divide the number of inches it shows by the length you know the wall to be. For instance, if it shows 7.5 inches and the wall is 30ft. Then 7.5/30 = 0.25. So, in that example there are 0.25 inches to each foot. A scale of 1/4" = 1'.

Thanks for this good explanation. I can now do reclamation audits from pdf drawings of to-be-demolished buildings where mass can be calculated from volume to calculate avoided CO2e when the reclaimed material is reused.

That is the first thing this video covers, starting at 0:15. It says that the information embedded in the PDF is often wrong and needs to be changed. Then the steps for setting your own scale are shown.

Is there a way to show measurements in fractions instead of decimals? No program seems to offer that option. When we are out the at the job site we measure with a tape measure which has fractions, not decimals.

Not that I know of. One solution would be to use a tape measure that has fractions on one side and decimal on another. After a few weeks of using it, you will probably have the conversions memorized. Good job. The grid-parity and demand-that'll-draw-the-jobs issue is an important one, and I like the presentation. One thing I would like to have seen is something on the 'true' cost of the fuel sources w/o the subsidies in respect to the PV-generated electrical costs (including line loss, federal/state/local incentives, taxes/fees paid on current and future sources, etc.) But, good nonetheless.
