According to the lore monkeys do have speed boost but not in the way we do. You can check out some explanation videos to see how each power connected to each monster.

I wanted to point out that I did more testing of EE in zone 2 and found that Agatha's teleportation cooldown is 15s when in Seek Mode while in Chase Mode still remains 11s
