Please inform if we can use it without Wifi? Can it be setup with Phone hotspot at start? And once setup, what setting can be changed via buttons. Buying it for old parents, so wanted simple setup and usage.

It is very simple. Without wifi also you can use it with hot spot. All major settings can be used without app. Wifi thing is more of convince but nothing like you can't live without. Your parents can just plug n use it without tension.
