The Contras that the USA was training, funding, arming, and directing to attack "soft targets". What are the Nicaraguans supposed to do, roll over and let them attack? No of course they will try to defend themselves. They tried to buy arms from France and Belgium but the US applied diplomatic pressure to force them not to sell. Leaving Nicaragua with only one supplier the US couldn't influence: the USSR. The US forced them to buy from the USSR by compeling them to defend themselves and block off all other arms sellers. And then the US cited this purchase of Soviet arms to defend itself from Contra attack as proof of hostile intent.
