Unless you're new to playing guitar, it should be obvious from the tab that it is in Drop C# - most Paramore songs from 2005-2009 are also in Drop Tuning.

It's called Drop C#. That's half step drop and and additional whole step on the low E string. He has the right tuning just upside down.
