I have blonde hair also, you should've bleach your dark roots first, and then your locks, your second bleach process, you should have also did the roots first, and the last bleach process, you do it a week later and your hair should be the same tone. Your first and second bleach process should be about 30 minutes long, and the final process, should take only about 10 to 15 minutes

You didn't coat your hair enough with the product that's why I have darker area than other areas your hair should be extremely slathered in the bleach. Then you should hit roots after 10 minutes of processing with a 40 developer because your other hair had previously been lightened your roots look hot because you are going through all the levels of lifting the darkened roots. Also use measuring cups to make sure you are doing the 2 to 1 ratio.
