How you can play that? I have that gtx 960 4gb and r5 3600 and i get 5 fps with all low

Based on my understanding your processor can be a issue here. Intel processors are way more compatible in gaming performance based on my understanding in comparison to a similar range AMD processor. But still this does not justify 5 fps. Just to let you know I am running the game in 4K resolution too. I am also recording at the back. GTX 960 is still sufficient in low settings in story games. My processor is i5 6500. Ram is Corsair 2400 MHz and mother board is H110M. Try installing xbox fps monitor or others and check how your components perform when the game starts. This might help you get the issue.
