While not all natural draft cooling towers are used in nuclear power plants, that is by far the most common usage. Why? Because of the huge amount of water that needs to be cooled (like a million gallons per minute) and because of the necessary range (hot in/cold out) required for nuclear applications.

The base of the cooling tower is about 450' in diameter, so plenty of room for maneuvering. Also, this particular one has been out of service so long that the concrete basin has been removed and replaced with dirt and grass (and roads). The fill that goes around the perimeter is also gone, leaving a gap from the bottom of the structure to the ground of about 40', with the only obstructions being the legs (you can see the shadows of them) that are about 40' apart from each other. The way the sunshine rays glow at the bottom shows there are no walls and almost as if the jumper was able to control almost straight down and then could angle over to land on the ground OUTSIDE of the ring bottom. Cool stuff.

Fun fact: When standing anywhere in a natural draft cooling tower like this, given that there's no other noise present at the time, you can hear your own voice echoed back because of the round shape. Opening shock would be the same, multiplied by the reflective surfaces.
