Stop purposely chronically understaffing your PSOs to save money; give them some kind of work-life balance without harassing them to come in on their days off and using all their free days for training and let them actually use their benefits. What good is paid time off if you haven't been able to take it for years. Pay them at least double if not triple what you are since you are making them perform 3 skilled roles. 4 if you count making them fill in for Animal Control.
