It's a 17/8 13/8 loop where in the 17/8 there is a Cmaj9 chord being played with a persistent bass hitting the tonic and the 5th of the chord, adding emphasis to the energy of this short example. the same idea is repeated in the 13/7 measure but this time with a Gmaj9 chord, doing a IV-I (plagal cadence, also very used in jazz)

There’s actually a couple options! You could just play just one right hand note every two beats (here I’m doing 4) or play the melody, then during the pause put in the bassline
