Beautiful color! What is the color?

I have three top Coats and I love them all

When I tried to use the neon compact pigments I couldn’t get hardly any color payoff. I was trying to apply it over no wipe top coat, I tried full cure and just like a 10 second cure and got the barest hint of color. What might I have done wrong?

These colors are so amazing! ❤ I have done my nails in 2 coats of Pina Colada from Life's a Beach collection and had some streaking. What would you recommend doing to prevent streaking?
