White is actually never checked in this clip until checkmate. Everything just happens very quickly because of premoves. When Hikaru says Wesley blundered this, White was not in check but can only move KH8 (Pawn is blocked by his own king and the king is blocked by Black king except down). Hikaru moves NF8. White cannot move the king and is forced to move his pawn H7. Black moves NG6# checkmate because the White king is blocked by his own pawn and the black king

That's not how it works. If his time ran out then he would anyways lose but if his opponent's time ran out then it would be a draw by timeout and insufficient material.

If he takes the rook, a pawn is unstoppably promoting. To be fair, the pawn is pushing regardless, but taking the rook is concretely losing the game on the spot. Rxb6 is a great move.
