If I draw the last card and win, it is full 10 fan. But if I draw the last card but don't win and discard a card and another player wins with the last discard, is add 1 fan.

Does it mean that cutting tiles is cut on the clockwise and dealt tiles are counter clockwise? Since the tiles 17 are cut from East 14 + (clockwise)-3 from left 3 position (West position).

Exactly. I am confused. He said counter clockwise but cutting to the left (which is clockwise).

are those standard size playing stones or large (30mm)? i can play this game with any normal mahjong set or do i have to buy extra joker stones? and where do you get those animals and second score set from (with different designe depending of what you get)? is this a american mahjong or special cantonese one?

Actually it is the rule of Malaysian. Try to search for tiles dedicated for Malaysian rule

He uses this as flower, extra one fan. Without the flower as flower only 9 fan. With fei as fan then its 10 fan + 1 fan (flower + end game). Usually we want to maximise to 10 fans so that the score is doubled up.
