Smithbox, ACParamEditor, ParamDbpEditor, Notepad++. 1) Smithbox : For modding maps. 2) ACParamEditor : For modding files in ACfA game. 3) ParamDbpEditor : For modding files in ACfA game which are not able to be opened bt ACParamEditor. 4) Notepad++ : For modding files in AcParts.bnd and ingamescript.bnd. Yeah, you also know armored core Discord channel and modding thread for ACfA. So, we can discuss about ACfA modding in Discord because KZbin reply system may not be good for discuss about it.

Can’t even inagine what pvp would look like with this reg, esp with some kind of quad lightweight or missile jouster. this reg file on the AC discord?

No, it has not been prepared for publishing. And because of awful netcode, higher speed must not been recommended in PvP. Yes. Roughly 1.6~1.7 times has been multiplied to total NEXT mobility of Reg 1.20.
