No, local anaesthetics won't work. What will you anaesthetise? the skin. General anaesthetics would do it but that would be very expensive, I doubt anyone in developed does it either. I am not a vet but I have tight elastic bands being used in western countries, you make up your mind how much pain that can cause.

Ok ma'am...please try to get a neck collar for the cat at first to avoid her from reaching the affected wound.. and if the the wound is open then take it to the nearest vety. doctor for dressing and for antibiotics and anti inflammatory injections..
