In the US it is like this- Farmers animals get attacked by coyotes or hogs are rampaging. The complain to the government and ask for aid. The government gives them aid to get rid of the pests. The farmer uses that money to put an ad out offering Hog and coyote hunts $2599 per hunt. Idiots pay farmer to get rid of his problems and farmer sends his children to the best schools money can buy and part of that is paid for by the same idiots who pay the farmer to hunts, taxes.........
