This is a preventative measure used if a larger fish bites the hook or snag occurs. If this happens the weaker line will break off and save the rod from snapping and also save the rest of the rig (Harris from the Lillian down to the stopper including the float, beads, and lead weight and stopper). That way only the hook and a small piece of Harris has to be replaced.
