75 degrees it's normal temperature under load for gpu. If you will change gou settings to lover values gou temperature decrease too. But gpu load will be around 99% and fps value will be higher

And what is your pc case cooler setup. Bad airflow in case can be one of the problem why gpu and CPU temperature is higher.

I pay for RX 6650 XT 285 Euros with delivery, now its cost in Lithuania shop like 300 - 320 euros, also price depends in what country you are living
