By clamping Elias into that chair, the game is trying to hint to even Paragon Shepards that now is the time for Renegade actions. If you use no Renegade interrupts at all, the only way to get Elias to confess before his advocate shows up is to go against Thane's (bad) advice to interrogate Elias together with a good cop / bad cop routine.
