What you need to lift that heavy stuff is one of those 4x4 winches. Put it on a platform that will attach to the bridges.

From watching many of these videos I get a feeling that police are sometimes less than enthusiastic about being called for very old corroded guns found because they may have to do a report when there is little likelihood that the gun would be connected to a recent crime or even have a readable serial number. Some police in videos even say incorrectly that magnet fishing is not permitted.

you have, of course, a 1st amendment right to film anything you can see from public. So no, you do not need Sheriff office permission for any video / photography. Plenty of case law around it.
