relevent parts can still be a filler. its when these ''relevent'' parts take way to long and drag out to say what their trying to say. take the interigation scene, is it relevent to the story of course it is, but is it filler, yes of course the scene goes on for 5mins doing the same thing over and over, accusing marvin and jeffy of being chinease spies instead of just checking their profiles and passports or whatever, or just sending them straight to jail since everyone in the sml univerise is just an absolute idiot.
