As the second-heaviest aircraft in the world, the A380 needs the third-strongest landing gear ever made. The strongest landing gear in the world is that of the 737, made necessary because Ryanair flies them. Someone once pondered the idea of Ryanair flying A380s, but as well as reinforcement of the landing gear to probably beyond what is technically feasible, all airport facilities and nearby areas would need to be retrofitted for improved seismic tolerance.

Why are wings tested empty and without fuel?

I'm not sure, but others have mentioned that fuel is heavy, which means fuel would add downward weight, falsely indicating the wing to be stronger than it really is.

125 t fuel (the amount fitting in one wing) swapping through the building is surely nice ;-)
