Never seen back wheels do that due to bad shock absorbers. The axles' locating links would prevent the front and rear movements of those wheels. Looks like something's been loosened/removed here.

Bill C Toyota doesn't make their own shocks & struts. Instead, they contract other companies to build them to Toyota's own specifications. I can positively say that your Sienna has either KYB (most likely) or Tokico dampers. So, the only difference between the Excel-G and OE Toyota shocks would be the internal valving, and possibly the bushings. They are literally manufactured on the same production lines. However, Toyota will have different shock part numbers dependent on neat factors like trim level (CE, LE, XLE, Limited), wheel size and so on, where the Excel-G has one part number that is tuned to work well within those variables. That's the difference between the two.
