The jury control who wins in the end. I think maybe they didn't want this performance to win for a few different reasons, 1. Eurovision is a very expensive event to host & Switzerland is a much wealthier country than Croatia. I believe when they hosted in Italy a few years ago, they had a lot of issues due to inexperience of hosting such a large event. 2. Pushing agendas may be another reason . 3. Israel was doing so well with the televotes and if they scored higher than they did, that would've caused chaos and security issues. Anyway, it was great watching BL & while I also do like Nemo's song, I think it's clear to everyone who should've won.
