It's far from complete (if that ever happens). So not the 2nd largest in Canada. I think it will have trouble surviving. I was there this weekend (Nov. 30-Dec. 1) and crowds were very small. No Christmas decorations or lights anywhere - not an atmosphere for shopping at this time of year.
