Hi! Yes you are right it is the sound range you are asking for. The approximate range of this tenor pan is C4-F6. This is a low C tenor steelpan and will start at C4 but if it were a high C tenor steelpan it would start on D4.

Great question! The "dots" around the edges of the notes are actually holes. Some pans have them while some don't and you mostly see them on tenor pans. The holes in my opinion give you a more resonant sound though there's a story that says craftsmen originally included these holes so that water could drain out of their steelpans if they got caught in the rain. Pans with holes in them are called "bore" pans and was invented by Denzil “Dimes” Fernandez in the 1980s.
