IT WORKS! HOLY CR@P, IT WORKS! It breaks the occasional kelp off, so I have to replace it, but it still works! None of them have ever worked for me before. Wheeee! :) Thank you!

your tick time for red stone clock is too fast. Not all of the drops will go into the hopper, so slow it down

For those wondering why the farm breaks, it's because you have to build the farm in a single chunk and can't exit the world or travel farther then your simulation distance away from that Chunk. I highly recommend checking out @1upMC videos as they actually explain these things in their farms
