OK… I don’t 100% understand through the accents. I assume this is somewhere in Australia? Officiant referred to local council, which is I recall refers to city government correct? This also appeared to be a secular ceremony - are religious ceremonies full of as much legalism? And wow - you can only get married in building that the government approves? As a rookie wedding officiant in the U.S., I found this to be an interesting ceremony
