Working with limited resources can be liberating and requires creative minds to make something out of it. It helped tremendously that many of the Ultra artists (like those in the UK and US at the time) were art school students pushing avant-garde art forms, feminist ideas, alternative economic & political models. Also, that there wasn't a global communication system like the internet so regional scenes were allowed to grow in greater isolation than today but would influence other scenes either through brief direct contact (band gigs in other countries) or indirect contact (shared recordings and international radio programs).
