There is no such genera. The Japanese people are a very exclusive and bigoted race of people who didn't discover this form of Black American music until the early 2000's. But thanks for the mis information as thinking that they were playing these form of Black American music in the 70's. Liars. Oops I meant Puck'n Liars.

Hint: the thing that you're calling a fair use disclaimer is actually a clear statement that you're breaking copyright law. Posting an album, even one that's nearly 50 years old, is not fair use under any of the criteria that you quote. It's like walking into a bank with a gun, demanding all the money, and then reading out a disclaimer that it's legal to use firearms in self-defence.
