Guys i tried this in school. It went teribly wrong. This might work but me and my friends did it wrong. We almost started a world war against the quiet kid because the ruler went flying after slapping it.

This is due to air pressure. There is a low pressure zone below the paper therefore air pressure is applied only downwards .

It would make more sense if you use single sheet of newspaper instead of whole newspaper. I doubt weight of the whole newspaper is contributing to break the ruler. Sorry I may be wrong

Idiot. The reason the water only goes out the hole when the cap is removed is because is because the air is able to enter the bottle. The hole is too small to allow air to enter is why it is not letting water out. If the hole was bigger, air would enter above the water as it leaves. But the small hole has allowed the water surface to still retain the cohesion of the body of water due to water having a kind of outer surface that is able to plug the hole and prevent air from entering, because water does that for small areas.
