Alternatively, you can shred some polystyrene but don't do it outside as it will fly everywhere, and be impossible to clean. Also, if you can get a large bag of potato flakes that might work too.

I suppose it depends what you what it for. Since I only needed it for two shots in a short film the fairy liquid and mash potato was fine. Tip for if you do as I do: leave plenty of time to set up the foam snow unless you have access to a foam machine or something, we had to scoop the bubbles out by hand a lay them where we wanted. Also, the mash we had wasn't completely white so we put icing sugar on top. And fixed it in post. I don't know of any other recipes as I made these up myself.

I've actually wanted to make fake snow. I went all over the net and none of them gave me the recipe that includes the stuff i have at home. All needed insta-snow or whatever. Is this the only recipe that you know?
