Unless that tree was planted recently, it's been watered too much since planting. You have to allow the roots to grow into the soil and find water but if you must water it, water the area a few feet away from the tree. (Still not completely suggested though because you want the roots to grow DOWN into the ground)

You need to not water the tree, that forces the roots to grow deep in the soil and plant itself beyond the hole you dug. Watering/over watering won't allow the roots to tap into the soil because they don't have to, but it will allow the rootball to sit in water and die.
