chili was the replacement flavoring for salt back in the day cuz the salt trade was highly controlled by the government for its high profits(you could get death penalty for selling 'private salt'). That means the further that area away from seas the higher salt price they have. Thats why central provinces like sichuan and guizhou are famous for its spicy food cuz they found chili was more affordable. And the traditional food from all the coast provinces are not spicy. The reason why people call hangzhou a food desert is its traditional food like 'west lake vinegar fish' and 'dongpo pork' are not commonly accepted by most chinese xd. A joke about it: hangzhou's most tasty food is 'anhui cuisine' (a street food from a province where hangzhou's most immigrants are from).

Hi The building you see surrounded by sea is an old temple .(Dewala) It was built on the beach,but due to sea erosion, now it is about half kilometres away from the beach.The rocks you walked on were placed there to conserve and protect the beaches. Benthota and Hikkauwa are the two cities catered for tourists.During the civil war time tourism was badly hit and low budget tourists only came to Hikkauwa and drugs and other unwanted attractions came with that .I think that is one reason for authorities are trying to isolate locals from tourists.
