Big problem with continuity. The runner is shot at by Logan. He climbs about 20 feet to make it to the 1st tier and a second later Logan magically appears to shoot at him again?!?! Logan and Francis shoot at the runner who then falls about 60 feet from the 3rd tier?!?!

The whole society would collapse the second one Sandman realizes that it makes no sense that a person could be shot with a Laser at carousel and be renewed, but shot with a laser in the arena just outside of carousel and be dead forever. It also makes no sense to kill people at 30. That's when you are most useful to society.

If sanctuary didn't exist outside the city of domes, it's possible the computer determed the city must be sanctuary. With the outside being uninhibited by the escaped runners and stored by box in ice, and logan being truthful, the computer fell into a circulation of logic. ( People are running to sanctuary. Outside is uninhabitable. To survive, people must live in the city. So the city is sanctuary).
