Is there a reason for not leveling up immediately after you reach next level xp?

I think the reason is either efficiency (lower level ability cost less mana when casting --> upgrading it right after casting/before impact will still deal damage of the higher level spell) or leaving your options open depending on what circumstances arise (like wraith king not immediately leveling ult, so in case of fight can be leveled or if no fight can use point for more efficient farming instead).

Arcane blink was reworked a while back, the only upsides it has over normal blink is +25 int, a lower blink cooldown, and it restores 200 health and 100 mana upon blinking. The improved casting speed is gone.
