2 in 1 actually does work. It just doesn't work as well as a separate conditioner. It's a volume thing. 2 in 1 essentially include suspended silicone and cationic polymers that bonds to your hair and lock in moisture. When you shampoo, the surficant keeps them suspended, as you rinse, you dilutes the detergent agent of shampoo, which "activates" these molecules by allowing them to be deposited onto your hair. Of course, this is not as effective as applying conditioner after you wash your hair because a good amount of the conditioning molecules will be washed off along with the shampoo before they have chance to bind to your hair just through physical force
