Bullshit! The black/white achievement gap is congruent with the black/white I.Q. gap. The finest teacher with the best resources cannot turn a black or white moron into a top student.

Achievement gap exists because some kids don't study and their parents don't really care. Money, resources and creative teaching has limits. After a point they don't work unless kids study and parents care. It all comes down to culture. Stop kidding about test being not fair and teaching test taking skills. You need to be able to read, understand and know the facts to answer the questions to do well in test. So stop making excuses and make your kids study.
