Since t8 came out it has not jailed on block. It does jail if you hit the first hit. And it knocks down if you Ch the first hit.

Yes it is! After (in heat) roll 1 on block, you are +13. So you can do a heat smash if you have heat left, 1+2, f21 or 21. Most people just do f21 because you don't use up your heat and it's the best damage without using heat.

You do that df4 -> electric a lot and it seems to work. I know it evades a lot of highs but shouldn't it be interrupted by a lot of moves? Using a 15f while you're -4.

People like to Jab after blocking df4. So ewgf or Hellsweep will crush the Jab. The high crushing starts in less than 6 frames. You lose to people who do mids or lows. But as you can see, even in gold rank, people still Jab and get launched.
