@dividetc263 in the constitution they do, technically. Nino has been trying to get that changed but only the marshals or governor (koil) can give him that power. His whole power play was to discredit the marshalls and have the governor put him in power but the governor basically said "idc figure it out". Tldr koil wants marshalls to be highest rank incase of a currupt mayor. If the mayor was highest and corrupt nobody would be able to fire him

@@gregburtirwindale2981 It's the other way around. The governor had to step in to make sure the constitution was followed correctly since Angel went full corruption mode. Some of her illegal edits are still there. She was going to be impeached but disappeared. Things are better now with decent justices.

Ima be real the only thing wrong with this that was decided to go with is the fact that it’s been told to Scotty under no circumstances can you do what he did with the prisoner you take the bullet you can’t allow that to happen. So a tank shooting when the facility is overrun, by people who just helped a terrorist group break someone out…. Yeah no ima be real those who are upset can go cry in a corner. Same few people that been crying for months that just been ruining the sever pass.

@@etiswhutetis Yeah, the '4.0 guide' I was thinking of doing an older one with lore etc but some of the footage I am not even sure who it belongs to to ask or they are not around etc. I noticed though a ton of people in discords and chats were just finding out about norman so I wanted to get them kind of caught up so they can keep watching the story without being lost.
