It is always safe. Valley of flowers is a monsoon trek anyway. Though best time is early September when you can find most flowers.

Khuri is quiet, not much crowd and cheap. Sam is more commercialized, has fun activities like folk dance etc and thus costly. Choice is yours. 🙂
